Can a broken camshaft seized the engine?

i have a honda civic 2002 1.6L, the engine is totally seized,it wont even spin by external force (i tried to spin the pulley connected to the crankshaft,by a wrench) 1200k/m since the oil has been changed,
oil pump also working fine, no smoke at all.
COULD IT BE A BROKEN CRANKSHAFT
