Is it worth buying this car for $700?

I found a car on Craigslist selling for $900. I was interested in it a lot. It was a 1998 Honda Civic DX Sedan and has 110,000 miles on it. I texted the person who was selling it and they told me the car is in good shape but the only thing it needs is to be repainted on the hood because of sun damage, catalytic converter and needs new tires soon. So what do you guys think, is it a good deal? I was planning on checking it out but I don t know much about cars so I don t want to waste my time. By the way he told me the lowest he will go is $700.
