1998 Honda Civic EK B18C4 high idle when start up?

I recently purchased a Honda Civic with B18C4 engine swapped in and everytime I start it up, the rpm needle shoots to 2k for about 5-8 seconds then goes back down 1k but the engine misfires. What can I do to fix this?
