How to replace (remove) a broken ignition cylinder without it being on 1 in order to be pulled out?

My Honda Civic 97 automatic was recently stolen and recovered but my ignition cylinder was damaged. My key won t enter all the way but my open door sound goes off as if there was contact with the key. The cylinder won t turn in order for me to be able to remove it. Any valuable information is great appreciated, thank you
