What does a noise coming from steering wheel of a 2011 Honda civic mean?

The noise is coming from the inside of the car. It is right by the steering wheel. Every time i move the steering wheel even slightly it makes a slight faint noise. The steering wheel turns fine and is not stiff. The noise is definitely inside basically when I am driving a slightly turning the wheel.
