How many digits in my 1984 honda magna vin #?

I went to get mike bike registered and the dmv tells me my vin# is wrong. Here is my dilemma:
There are 14 obvious digits in the vin and before it there are 3 lower case letters. I brought them all 17 digits because i thought i had to have 17. Is it possible i only need 14 digits for this bike? Thanks
