What else can we try to get 1996 Honda Civic Ex 1.6 L to start?

We replaced pulley camshaft, crankshaft sensor, distributor cap, battery, as best we can tell the firing order is correct - coil has great spark. The only things that are not reconnected: the cruise control, power steering pump and a few belts. The motor will turn over, but still it won't start up. We are at our wits end! Could the cruise control with electrical plug-in not being hooked back up be enough to cause it not to start? Any suggestions would be greatly appreciated. Thank you!
