What does Trump mean when he says he will take jobs back from Germany and Japan?

What does Trump mean when he says he will take jobs back from Germany and Japan?
Added (1). Japan has more expensive labor than Germany, and Germany itself already has expensive labor.
Senior citizens make up 33% of Japan's population, which is why Japan's labor is expensive.
Japan brings in low-wage and unskilled workers from Russia, Vietnam, and Turkey.

Japan and Germany are not even geographically close to the US, so I don't understand why Trump would even think that US companies are outsourcing jobs to these expensive first-world countries.
Added (2). Japan gives more jobs to the US, than the other way around. Toyota, Honda, Nissan, Subaru, Sony, Panasonic, and Toshiba employ hundreds of thousands of Americans.

Germany also employs many Americans, through Volkswagen.

There are no American jobs in Germany or Japan, because Japan and Germany don't have cheap labor.
Is trump retarded?
