Car barely turns over but wont start, after the first try it just clicks after?

I drive a 06 honda civic ex coupe, I went to start it the other day and it barely started. As of right now when i put the key in the ignition and turn it the car barely turns over but doesn't start.(Radio, lights,dashboard etc. Turn on) I try again right after the first time and the car doesn't turn over at all but clicks once. I can try 5 or 6 times and it will click once and occasionally barley rev up or make a eeee sound but wont turn on. Can anybody help me please? Does this sound like the starter?
