Why is my Honda GCV160 pressure washer not receiving fuel?

So I just purchased a Honda GCV160 from Craigslist and I cannot get it to start. I took off the carb twice, disassembled it and cleaned it. I replaced the gaskets on both sides of the carb as well. I reinstalled everything properly. The carb is getting fuel from the reservoir, and the fuel line is on. The spark plug is sparking. The engine has compression. If I pour fuel into the spark plug, or spray starting fluid into the carb the engine will run for a second off of the fuel I provided to it. After removing the top cover and trying to turn to motor over with an electric drill it will not start. In addition, the spark plug is not wet with fuel from trying to start the machine, it just smells like starting fluid. So my machine is not receiving fuel from the carb. How can I fix this?
