2002 Honda Civic low beams won't turn on, but high beams will?

I heard there was a recall for this but I'm not positive because I can't find anything to confirm that. How do I fix this myself if there was no recall? I know nothing about anything under the hood so if you could be specific in your answer I would appreciate it. Thank you so much(:
