New Roketa Scooter vs 2002 Honda Reflex?

I asked a question yesterday about Chinese made scooters and I assume Roketas are also sub-par. I've found a 2002 250cc Honda Reflex for sale for $1500 with about 10,000 miles on it. I can buy a brand new Roketa 150cc for only about $1200 at a place near me. Is it really worth paying extra for a used Honda compared to a brand new but cheaper made Roketa? Thank you for the help, obviously I am new to these machines.
