1994 Honda Accord Starting Problem?

I have a 1994 Honda Accord EX. When I turn the key to start the car, it just sputters and dies. The only way to get it to start is to turn the key and hold it in the on position while continuously stepping on the gas pedal until it revs up and catches then it stays on. After I get it started up it idles rough and sputters. After driving the car, when I get to a stop light it idles extremely low and usually doesnt cut off but it has a couple of times. Then I have to repeat the cranking process to get it started again. My check engine light comes on when this happens and have taken it to numerous shops hoping one has the machine to read the code but no one does. Ive had the spark plugs, air filter, and catalytic converter replaced. Didnt get fuel filter replaced bc the mechanic quoted me an outrageous price. Ive had mechanics come to look at it and give me their opinions but its always different. Ive been told IAC valve, distributor rotor and cap, fuel filter, fuel pump, main relay, ect. Does anyone have any idea if any of these listed is the problem or is it something else? If so, what is the problem?
