99 Honda civic ex not starting?

The battery is new and ac, radio etc all come on. I thought it might be the clutch antilock switch (had to switch the one on the break a few years ago) and sure enough I saw broken plastic. I glued a penny so when ever the clutch is pressed the switch is disengaged but my car still doesn t turn over. My clutch has to be fully engaged for my car to start so it makes sense this not working. Is there another switch on the clutch?
