My car wont start…could it be because of low oil?

For the past two days my car has been giving me some tourble when starting… It sort of does this chug chug chug before it starts and onces its started it keeps chugging for a couple of seconds even stops at times… So i checked under the hood (im no car wiz… I only know how to check the very basics) and noticed the oil level was below the bottom dot… Could this be my problem? I have a 99 Honda Civic (is 5w-30 oil ok?)
