1998 Honda Civic does not respond?

it was siting for a while, when I tried to jump start it, it started honking, I stopped, took out the battery, charged it, cleaned the connections, and put it back. When I try to start it, it will not respond, whatever I do. The honk works, and the emergency lights work, the door locker/unlooker does not. Nothing on the dash, nothing anywhere.
