Why won't my srs light on my 1999 Honda accord ex coupe will not reset? Code b1601?

1999 Honda accord ex coupe I replaced the clock spring assembly with a brand new Honda oem assembly I know I did the right because cruise and horn work flawlessly now. Tried to reset the srs light with the paper clip method and after it blinked twice still did not go off so then I replaced the seat belt buck assembly with Honda oem buckle on the drivers side with the sensor tried to reset the srs light light still on. So please let me know what is going on with my car I scanned the code with my obd2 scanner and code popes up b1601. Please I need a good honest answer on what to do next? Please.
