Honda foresight overheating?

First sign of decent weather and my 250 honda scooter overheats,, gauge goes up then down a bit then up. Header tank not pessaries in and no oil in water, she blew a hole in the exhaust today as well just really rub it in, I'm thinking water pump but need advice.
